نقش نهادهای سیاسی در کارآمدی بخش مالی؛ تحلیل مرزی تصادفی (SFA)

چکیده

نزدیک به سه دهه است که تحلیل نهادی جای خود را در ادبیات پژوهشی علم اقتصاد باز کرده است. اهمیت و فضل تقدم نهادهای سیاسی در شکل گیری و کارآمدی سایر نهادها و به تبع آن فعالیت‎های اقتصادی در آثار نهادگرایان جدید به انحای مختلفی منعکس شده است. در بسیاری از موارد اثر رانشی نهادهای سیاسی بر جنبه‎ های مختلف فعالیت‎های اقتصادی یا تعامل‎های نهادی به صورت متناقض‎نمایی تفسیر شده است. یکی از حوزه‎ هایی که تحت تأثیر این اثرات دوگانه و متناقض قرار گرفته است حوزه‎ی مالی به خصوص وقتی در ارتباط با حوزه‎ی پولی قرار می‎گیرد می‎باشد. در این مقاله با استفاده از رهیافت تحلیل مرزی تصادفی (SFA) و با تمرکز بر کشورهای منتخب خاورمیانه و شمال آفریقا (MENA) نشان داده می‎شود که این اثرات متناقض را اولاً در کدام چارچوب نظری، و درثانی با چه نوع تفسیر تجربی می‎توان تبیین نمود. نتایج تخمین نشان می‎دهد که هر زمان نهادهای سیاسی در بخش‎های مالی و پولی مدا‎خله‎ی مستقیم نمایند منجر به شکست دولت شده و در نتیجه اثر منفی بر کارایی داشته است، و در مقابل اگر به عنوان تسهیل‎ کننده‎ی بیرونی بخش مالی و پولی در نظر گرفته شود، می‎تواند نقش مثبت بر کارایی ایفاء کند.
