Abstract
Persistent instability in the foreign exchange market over the past decades has been regarded as one of the structural challenges facing Iran’s economy. Significant fluctuations in exchange rates, the emergence and expansion of informal markets, the existence of multiple exchange rate regimes, and insufficient coordination among institutions involved in monetary and foreign exchange policymaking have been among the factors that have adversely affected the efficiency of the foreign exchange market and the performance of macroeconomic variables. The continuation of these conditions has highlighted the necessity of reassessing foreign exchange market management mechanisms and adopting coherent, preventive, and regulatory approaches by relevant authorities, particularly the Central Bank of the Islamic Republic of Iran.In response to this need, the “Iran Center for Exchange (ICE)” was established as an innovative and technology-driven institution with the objective of enhancing transparency in foreign exchange processes, curbing speculative activities, reinforcing the authority of the official exchange rate, and meeting the real needs of foreign trade. Accordingly, the present study employs a SWOT analytical framework to examine the role of this center in managing the country’s foreign exchange system from the perspective of Strengths, Opportunity, Weaknesses, and Threats.The findings indicate that the Iran Center for Exchange (ICE) occupies a favorable strategic position, with aggressive strategies (SO) being prioritized. Among these strategies, the approach of “designing formal mechanisms to attract export revenues and the foreign currency holdings of Iranian nationals abroad based on targeted incentives and guaranteed price transparency” emerges as the most effective option with the highest attractiveness score. Implementing this strategy can enhance the center’s role in stabilizing the exchange rate by strengthening the supply side of foreign currency, increasing the confidence of economic actors, and reducing the influence of informal markets. It can also contribute to the reform of the country’s exchange policy architecture and improve the economy’s resilience against external shocks..
