Explaining the strategic requirements in the governance of Makran coastal development

Abstract
The development of Makran coasts is one of the regional areas of sea-based development in the Iranian economy, and the quality of governance of this issue can include economic, cultural, political, and security factors and consequences at the national, regional, and global levels. The aim of the present study is to present a governance model based on the analysis and extraction of a conceptual network derived from elite interviews, whose dimensions and components are determined. So, what are the strategic requirements for governing the development of the Makran coast? This study was conducted using a qualitative method of exploratory thematic analysis and library-based data collection. In this method, 293 open-coded items were used, from which 16 organizing themes and 6 overarching themes (unity of strategic and institutional procedures, green development and multi-product economy, foresight and reliance on knowledge-based industries, compatibility with foreign policy and national security, public participation and family residence, culture building and human capital management) were obtained. Finally, the proposed model for governance of Makran coastal development showed that the international nature of this project relies on a multi-product regional economy centered on the private sector and public participation, and is an image of sustainable and knowledge-based development that will have positive side effects in local and national cultural and social dimensions.
