Investigating factors affecting the business index with emphasis on clause (d) of Article 91, Principle 44 of the Constitution and Article 4 of the Business Environment Improvement Law

Abstract
The redefining of Article 44 of the Constitution in the form of general policies announced by this principle is considered one of the most basic economic policies of the country. By implementing these policies within the framework of the regulations of the predicted structures and institutions, a new order has been established in the country's economic system. Revision of the scope of activity of each of the three economic sectors, government, private and cooperative, withdrawal of the government from economic management activities and establishment of the presence of non-government sectors in all economic fields, wide transfer of large government enterprises and finally improvement of the business environment are among the most central approaches of these policies. Is. Improving the business environment is a prerequisite for the successful implementation of the general policies of Article 44, and in line with that, there should be a change in the country's economic structure, and the country's economy should move from a state economy to a market economy and privatization. Improving the business environment means improving the production environment and thereby stimulating economic growth and development. So that through reforming and improving the business environment, the ground is provided for the participation of the private sector in the economy and increasing the level of production and employment and reducing the poverty index. In this research, the factors affecting the business index have been investigated using the Markov switching method for the period of 2017-2023 (seasonally). The results showed that the effect of disaster and economic sanctions on the business index is positive and significant, and the effect of granted facilities on the business index is negative and significant.
