Priorities and constraints of the upstream sector of the country's petroleum industry must first be considered in order to achieve optimal productivity policies. The petroleum industry has been one of the most vulnerable sectors of Iran's economy since the sanctions intensified in recent years. Given the resurgence of resistance economy policies in recent years as well as the intensification of sanctions, we sought to derive technological priorities in the upstream sector of the oil industry in line with these policies. Therefore, an economic system commensurate with a resistive economy had to be examined first. In the early part of this study we draw on such an economic system. Then, using its indexes and TOPSIS method, we prioritize technologies in this field. Based on the research findings, the area of “enhanced oil recovery technologies” obtained a score of 0.9 and become at the top of the list. Then, the areas of “productivity enhanced technology” and “modelling and simulation” are at the ranks of second and third respectively
