Comparative analysis of organization and implementation process of BOT projects in Iran and some selected countries

Abstract

Build, operation, transfer (BOT) methods have been widely used since decades as an effective mechanism to provide public facilities or essential social services using private sector capacity. In this research, public- private- partnership projects in Iran and several selected countries are compared and analyzed from the aspect of importance. The countries under study have taken specific steps in the areas of legislation, political considerations, financial relations regulation, capacity building, incentives presentation and the definition of social variables and their results have been used to improve the establishment and implementation of public- private partnerships.
According to the studies in this research, although in the current situation, there are proper opportunities for the development of private sector participation in water, wastewater, energy and transport infrastructure projects in Iran, but problems such as lack of proper policies, implementation of non- compliance of regulations, shortcomings in financing, incongruity of supportive incentives with projects aims, lack of adequate and sufficient capacity building, institutional set- up and promotional failures, impeded private sector investment growth and development in infrastructure projects.
According to the findings of the study, the country needs to reform its PPP implementation structure and process to implement management, executive capacity, financial resources, and growth and development of private sector investment, and to enact public- private partnership laws and regulations. Sustainable legal capacity and reassurance to investors has emerged as a key solution to addressing these problems.
