Qualitative Approach to Strategic Control in the Stablishment and the Maturing Process of Downsizing in Government Organizations (With Emphasis on the Inclusion of Methodological Knowledge-based Economy)

Abstract

Downsizing strategy is one of the structural reform strategies, especially in the public sector, which given the role it plays, especially in terms of the knowledge-based economy, examines its consequences in order to achieve the defined vision and specific is necessary; one of the most important issues related to the downsizing process is to ensure its successful implementation in governmental organizations through strategic quality and maturation.; Accordingly, the downsizing strategy requires a process approach. Therefore it requires a gradual tention at step-by-step implementation; Therefore strategic control can play this role in the process of mitigation; Also, the formation and realization of this collection in the methodological discussions suggests the simplicity and at the same time the inclusion of the category on the path to the knowledge-based economy.; In this research with the stablishment approach to explaining the qualitative strategic control approach in the composite- and then mature- puberty- the process of shrinking government organizations from the viewpoint of researchers a positive and complementary relationship emerged indicating that- focusing on the process of shrinking by taking strategic control- given its effects- could lead to a change in the rules of the game defined by government agencies which is on the path to the transition to the knowledge-based economy it can play a decisive role in indexing the issues in favor of the claimant's approach;
