The formation of the concept of sea-oriented development in the literature of the country, along with being influenced by historical events, is a reflection of this issue. To match the horizons of the country's progress at the normative and identity level of development with the characteristics of balanced development and uphold Iranian values in maritime affairs, the Pishraft Daryaei (Persian for "ocean development") paradigm is formed based on a five-pillar governance framework encompassing economic, socio-cultural, environmental, science and technology, and security dimensions. This discourse aims to foster a new elite approach aligned with the country's strategic vision for the seas, seeking to influence national development policies by providing novel insights into the formulation of comprehensive sea-oriented development and maritime power strategies. مفاهیم اقتصاد دریا، توسعه دریایی و اقتصاد آبی در عرصه ادبیات بین­الملل در بستر تاریخی ویژه­ای در همبستگی کامل با رویکرد توسعه پایدار سازمان ملل شکل گرفته است و این ادبیات به نوع نگاه به اقتصاد دریا و تعاریف آن در ادبیات داخل کشور نیز تاثیرگذاشته است. شکل­گیری مفهوم توسعه دریامحور در ادبیات داخل کشور در کنار تاثیرپذیری از اتفاقات تاریخی، بازتاب این موضوع است. با هدف تطابق با افق­های پیشرفت کشور در سطح هنجاری و هویتی توسعه با مشخصات توسعه متوازن و ارج نهادن به ارزش­های ملت ایران در مواجهه با دریاها، پارادایم پیشرفت دریایی بر پایه پنج ستون اقتصادی، اجتماعی- فرهنگی، محیط­زیستی، علم و فناوری و امنیتی بر بستر حکمرانی شکل گرفته است. این گفتمان با هدف ایجاد رویکرد نخبگانی جدید کشور حول موضوعات راهبردی و اجرایی کشور در ارتباط با دریاها شکل گرفته و هدف آن تاثیرگذاری بر سیاست­گذاری توسعه­ای کشور با ارائه بینش جدید در جهت تحقق سیاست­های کلی توسعه دریامحور و اقتدار دریایی کشور است. https://econrahbord.csr.ir/article_197685_c782048eb64f00186003b143e0e2be40.pdf
