In order to determine the minimum subsistence level, An Implicitly Directly Additive Demand System (AIDADS) was estimated using GAMS and Minos5. Then with help of those estimations, the Engle coefficients for a linear expenditure system were estimated using the seemingly unrelated regressions (SUR) econometric technique for 12 commodity groups. Using the results of previous estimates, welfare measures and true cost of living index were calculated and compared with the prices of the base year (2004=100). The results indicate that during the period of study, the consumer price index (CPI) is a skewed estimate of the cost of living index and, with the exception of 2008, underestimates it for the period between 2005 and 2011 while overestimating it for rest of the period. In other words, for the period between 1991 and 2003, it displays an upward bias while for the others, it is downward. Results also show that the cost of living indices for expenditure deciles are significantly different from the CPI in urban areas هدف اصلی این مقاله مقایسه شاخص قیمت مصرف کننده و شاخص واقعی هزینه زندگی برای خانوارهای مناطق شهری در اقتصاد ایران برای سال های 90-1370 است. به این منظورابتدا مدل سیستم تقاضای مستقیماً جمع پذیر ضمنی برای بدست آوردن مقادیر حداقل معیشت با استفاده از نرم افزار GAMS و حل کننده Minos5 برآورد شده و با بکارگیری برآوردهای پارامتر مورد نظر، ضرایب انگل در سیستم مخارج خطی برای 12 گروه کالایی، با استفاده از تکنیک رگرسیون های به ظاهر نامرتبط برآورد شده است. با استفاده از نتایج تخمین‌های قبلی شاخص‌ های تغییرات رفاهی و شاخص هزینه زندگی برای تغییرات قیمتی اتفاق افتاده در سال‌های مزبور محاسبه و با شاخص قیمت مصرف کننده بر مبنای سال پایه 1383 مقایسه شده است. یافته‌ها حاکی از آن است که در دوره مورد بررسی شاخص قیمت مصرف کننده برآورد اریب‌داری از شاخص هزینه زندگی است و شاخص هزینه زندگی دوره زمانی90-1384 را، بجز برای سال 1387، کمتر از حد و برای بقیه سال‌ها بیش از حد برآورد می‌کند. به عبارت دیگر شاخص قیمت مصرف‌کننده برای سال‌های 1370 تا 1382 دارای تورش به سمت بالاست و برای بقیه سال‌ها بجز سال 1378 هزینه زندگی را کمتر از حد برآورد می‌کند. بعلاوه یافته‌های این مطالعه نشان می‌دهد شاخص هزینه زندگی دهک‌های هزینه‌ای تفاوت معناداری با شاخص قیمت کالاها و خدمات مصرفی در مناطق شهری دارد. https://econrahbord.csr.ir/article_103264_776b8687d3976894e8dfdb0f9b077a6c.pdf
