Emphasizing the trends of science and technology in these groups, we also review Iranian development experience in comparison to that of the selected countries in order to deduce implications for policy making. According to the findings of this study, the optimum course of development is one which accounts for the benefit of all players. The government's role is a combination of reducing partly the planner's benefit of relying on funds of non-rival rents; as well as increasing partly the benefits of collaboration for the planned parties. Hence, the government needs to posses characteristics adapting to the beneficiaries as well as tools for control. Taking into account the cultural and ethnical context of Iranian economy, the implication would be that a third player, i.e. a local civil player must be assigned in order to improve the basis of cooperation among planners and planned persons.; ;}, keywords = {Institutionalism,social fabric matrix,world development experience,scientific and technological progress}, title_fa = {بررسی مقایسه‌ای تجارب کشورهای توسعه‌یافته و درحال‌توسعه در جهت پیشرفت}, abstract_fa = {در این تحقیق تلاش می‌شود تا تجربه توسعه شش گروه کشورهای توسعه‌یافته صنعتی، تازه‌صنعتی‌شده شرق آسیا، درحال‌توسعه غرب آسیا، درحال‌توسعه امریکای لاتین، درحال‌گذار اروپای شرقی و رو به توسعه افریقا با تأکید بر روند علم و فناوری در آنها و از منظر چارچوب تحلیلی نهادی و با اتکا به روش تحلیلی پویای ماتریس تار و پود اجتماعی ارزیابی و مقایسه شود. ضمن اینکه تلاش شده تا با مروری بر تجربه توسعه ایران و مقایسه با تجربه کشورهای منتخب، دلالت‌هایی برای آن استخراج شود. طبق نتایج تحقیق، مسیر بهینه توسعه آن است که منفعت همه بازیگران در آن لحاظ شده باشد. دولت نقشی ترکیبی بر عهده دارد که مقداری از منافع برنامه‌ریز در اتکای صرف به صندوق رانت را کاهش و مقداری از منافع ناشی از همکاری را برای برنامه‌پذیر افزایش می‌دهد. بنابراین این بازیگر باید هم دارای مشخصه‌ای منطبق با برنامه‌پذیر و هم دارای بخشی از ابزار نظارتی باشد. با توجه به ویژگی بافتار قومیتی و تنوع فرهنگی سیستم اجتماعی ایران، اثربخشی بازیگر سوم هم به برخورداری او از ویژگی بومی و هم به توانایی اعمال نظارت او در حد کالاهای عمومی محلی بستگی دارد. به‌این‌ترتیب نهادهای مدنی در هریک از بخش‌های قومی که ابزار نظارت بر تخصیص منابع توسعه را از طرف حکومت در اختیار داشته باشد،‌ همان بازیگر سوم مؤثر در استقرار تعادل ناشی از همکاری خواهد بود.}, keywords_fa = {نهادگرایی,ماتریس تار و پود اجتماعی,تجربه جهانی پیشرفت,پیشرفت علم و فناوری}, url = {https://econrahbord.csr.ir/article_103233.html}, eprint = {https://econrahbord.csr.ir/article_103233_bd2acdbe7b53941a921faa7a6a09f884.pdf} }
